Balancing suitability controls with useful audience reach
Assess how suitability exclusions affect eligible inventory and audience opportunity while preserving essential brand protections.
Keep controls that address a material placement risk. Then examine how much eligible inventory and useful audience opportunity each further restriction removes. Define the unacceptable context first, compare feasible control settings and review what actually delivers. A broad exclusion may remove suitable placements without solving the specific risk.
Keep the essential boundary
Record the content or environments the advertiser will not accept, and why. Separate those from preferences that can be judged in context.
Do not relax an essential rule because a forecast falls. If remaining inventory is insufficient, find another way to reach the audience. For a discretionary rule, ask which exposure it prevents and whether a narrower setting addresses it.

Compare feasible settings
Request estimates for two or three proposed control sets, using the same market, dates, creative and spending assumptions. Record the eligible formats and properties behind each estimate. A forecast is a planning estimate, not delivered reach or a test result.

Check the setting’s reach and coverage
A website rule, content theme, keyword rule and named placement may affect different inventory. Check whether a proposed rule reaches the environment of concern, and what suitable inventory it also removes.
Classification and exclusions have limits. Keep a delivery review and an escalation contact alongside pre-buy controls.
Record the reach decision
For each feasible setting, record the risk addressed, inventory excluded, forecast assumptions, available placement reporting and approval owner. A narrower rule is useful only if it preserves the essential boundary. Date any change during the flight and inspect delivery afterwards.
A fall in impressions alone does not establish whether the removed opportunities were useful or harmful. If essential controls leave too little viable inventory, revise the channel mix or campaign expectation.
